We understand that financing a private Jewish education can be challenging. That's why PHA, and the state of Arizona, offer real help — and no child will be turned away due to a lack of funds.

Three ways families make PHA work

State program

Arizona ESA

Arizona's Empowerment Scholarship Account program lets parents use state education funds for private school tuition and other approved expenses. Since 2022, every Arizona K–12 student is eligible to apply.

Most 2025–26 awards were roughly $7,000–$9,000 per year, according to the Arizona Department of Education.

STO scholarships

Arizona taxpayers redirect part of their state taxes to School Tuition Organizations, which award scholarships to private school students. Families can apply to — and receive awards from — several STOs.

The Jewish Tuition Organization has provided integral funding to PHA and Phoenix Jewish day schools for over twenty years.

Which is right for your family?

A student can't receive ESA funds and STO scholarships for the same school year — but siblings can use different programs. Here's how they compare.

Common questions

Is the financial aid process confidential?

Yes. Financial information is submitted securely through TADS and reviewed privately by our financial aid team.

Can my child use ESA and an STO scholarship at the same time?

Not for the same school year. A student may use ESA or STO scholarships, but not both at once. Siblings may use different programs. We'll help you compare.

Is ESA available for preschool?

ESA is generally for kindergarten through 12th grade. Ask us about options for our Early Childhood program.

Can grandparents and friends help?

Yes! Any Arizona taxpayer can donate to an STO such as the JTO and claim a dollar-for-dollar state tax credit. Learn about the Arizona tax credit.
